European Citizens’ Initiative for a European Special Plan for Sustainable Development and Employment

New Deal for Europe is a European Citizens’ Initiative (ECI) to promote a public investment plan to help Europe get out of the crisis through the development of knowledge society and the creation of new jobs especially for youth, here you can read the Manifesto of the initiative.

The proposed ECI has been promoted and supported by a wide alignment of social, economic and political groupings [1]. Its main objectives are:

• a EU special program of public investments for the production and financing of European public goods (renewable energy, research and innovation, infrastructural networks, ecological agriculture, protection of the environment and cultural heritage);

• a special European Solidarity Fund to create new jobs especially for young people;

• increasing the own resources of the European budget through a financial transactions tax and a carbon tax

Let us collect at least 1 million signatures in at least 7 European member states, to request that European Commission make a legislative proposal to implement the Plan, with the aim to end the current crisis, to change Europe, to give us hope again.

When a Citizen’s Initiative gets one million signatures the Commission will carefully examine the initiative. Within 3 months after receiving the initiative: Commission representatives will meet the organisers so they can explain in detail the issues raised in their initiative; the organisers will have the opportunity to present their initiative at a public hearing in the European Parliament; the Commission will adopt a formal response spelling out what action it will propose in response to the citizens’ initiative, if any, and the reasons for doing or not doing so [2].

[1] European federalists, workers’ unions, civil-society organizations, mayors of important towns, personalities of the world of culture. National promoters’ committees have been set up in Italy, Spain, Greece, Belgium, France, Luxembourg, the Czech RepublicGermany, Hungary. Committees are also forming in other EU countries such as Romania.

[2] The response, which will take the form of a communication, will be formally adopted by the College of Commissioners and published in all official EU languages. The Commission is not obliged to propose legislation as a result of an initiative. If the Commission decides to put forward a legislative proposal, the normal legislative procedure kicks off: the Commission proposal is submitted to the legislator (generally the European Parliament and the Council or in some cases only the Council) and, if adopted, it becomes law.

To this day, two ECIs reached the threshold of 1 million signatures: “Right 2 Water” and “One of Us“. The first public hearing was held on 17th February 2014, hosted by the European Parliament. It was for the ECI Right 2 Water, which gathered more than 1.8 million signatures.
